Robert Kistner - President and CEO of Energy Planning Consultants Inc.

Robert “Bob” Kistner is the President and CEO of Energy Planning Consultants Inc. (EPC), located in Castle Rock, Colorado.  In his early career, he served fifteen-years with the U.S. Army Corps of Engineers constructing missile sites in Kansas and Missouri and military construction in the Southeast U.S. The next eight-years he searched out and identified fallout-shelters in the United States. In 1980, Bob was assigned to the Office of the President (Jimmy Carter) in Miami, Florida, assisting in the management of the Mariel Boatlift.  Within a few weeks over 125,000 Cubans reached the United States despite Coast Guard attempts to stem the movement. Bob was hired as one of the first Federal Emergency Management Agency (FEMA) employees from the Defense Civil Preparedness Agency in Denver. He served for over eight-years as an emergency management officer for the states of Colorado and Utah.

In 1982, Bob assisted the Town of Estes Park, Colorado in the recovery from a dam failure disaster. In 1983, he served as the disaster recovery manager for the State of Utah, after flooding and mudslides occurred. During the summer of 1984, he served as a contract public assistance officer to the State of Colorado after flooding and landslides on the Western Slope. After that he assisted Tucker County, West Virginia in their recovery efforts.  In 1986, he joined the Colorado Office of Emergency Management (OEM) serving as planner, hazard mitigation officer and public assistance officer. During his tenure with OEM he served as executive director of the Colorado Natural Hazards Mitigation Council. He “wrote the book” on damage assessment, prepared numerous hazard mitigation plans for communities, a FEMA drought management plan, emergency plans for dams, plans for cities and counties, and the 1992 Colorado Emergency Operations Plan.

Bob Kistner has written over 60 books and articles on energy and disaster-related topics. The State of Mississippi Energy Office is now contracting with Energy Planning Consultants for energy assurance planning (2010-2011). Bob Kistner attended Regis University, Denver, Technical Management, Washburn University, Topeka, Kansas, Civil Engineering, and Federal Emergency Management Agency – Emergency Management Training, and the American Red Cross – Mile High Chapter – Various Courses.

Several states and cities have contracted with EPC to annually update their energy assurance plans and to provide energy exercises to test the effectiveness of their planning efforts. EPC offers a web-based fuel allocation system that can be used to get fuel to stranded motorists on the highway during an evacuation. It can also be used to get fuel to those critical facilities around the state. EPC also developed an emergency refueling hose assembly that has been used in fuel shortages.
